Jake Riley is working on the "Torch" case, a psycho serial killer, who kills women with kids and sets them on fire after they are dead. The killer calls Riley sometimes and now, that Riley retires, the killer has no person to play against anymore. The NSA comes into play here and offers a job to Riley. A replicant, or better a clone of the killer should help him find the real one, as kind of test if it works out. Now Riley is back on track, with a clone of the killer at his hand on the way to discover that nobody is born as murderer.
Edward "The Torch" Garrotte is a serial killer who has a penchant for killing women and then setting them on fire. Another pattern to his murders is the fact that the women are all mothers. Jake Riley is a Seattle police detective who has spent three years trying to stop Garrotte. Just days before Jake's retirement, Garrotte strikes again, but Jake is off the case. A secret government agency hires Jake as a consultant on a project they have been working on. They have cloned Garrotte from evidence found at a crime scene, and they need Jake to help train this replicant (Jean-Claude Van Damme), who has some genetic memories from Garrotte, plus a telepathic link with him, but the replicant is like a newborn in many other respects. The Replicant has the body of a 40-year-old, but the mind of a child. Jake's job is to help use the Replicant track Garrotte down by using the memories stored in Garrotte's DNA. As the Replicant and Riley work to track Garrotte down, tension is constant. Jake feels that the Replicant could turn on him at any moment, because Jake thinks Garrotte's killer instinct may take over and dictate the Replicant's tendencies. The Replicant tries to understand the world and life, and tries to understand his connection with Garrotte. The replicant also tries to understand why Jake treats him so roughly. As they work together, the Replicant views Jake as either a friend or as family. Though Jake abuses him, the Replicant looks to him for protection and guidance as the two try to find Garrotte and stop him once and for all.
We all know that Van Damme has made some good movies, none that are really memorable but at least entertaining. Sadly, he is more renowned for his bad films - the late nineties saw a string of them: Double Team, Knock Off, Universal Soldier 2, Desert Heat. And, as much as I like the guy, he got his just deserts when they started to be released Direct-to-Video. However, when a film like Replicant comes along, this is where the tragedy really happens. It deserves sooooo much more credit. Now, by no means is Replicant Oscar winning material, far from it actually, but it is nevertheless a gripping, original flick. For one of the first times in a JCVD film, we really feel pity for a character - Replicant, as he is constantly beaten up and abused. Van Dammes acting as the clone is fantastic as is his portrayal of The Torch. The film has some fantastic stuntwork, from the incredibly realistic destruction of the Torch&#39;s apartment to the ambulance chase between the same guy and Jake (Michael Rooker). I honestly believe that this film is worthy of a wide theatrical release, it&#39;s just a shame it never happened as this truly marks the comeback for JCVD. <br/><br/>To conclude, Replicant is a very dark, sometimes unsettling thriller that really draws you into the action. It takes a while to get going but the ending is fantastic. Performances all round were good and the action scenes were quite simply beautiful. It just seems like it&#39;s too little too late for the Muscles from Brussels…
I was very disappointed that this movie was not released in the theaters. I waited along time to see this movie and I was not disappointed. Van Damme showed sides of himself as an actor that we have not seen before. You can tell that he is growing as an actor. The action scenes were well-choregraphed by Hong Kong director Ringo Lam. Who also directed Maximum Risk in 1996. Van Damme did a great job as the &quot;The Torch&quot; he was very dark and mysterious. Number 1 was very comical and showed sensitive emotions in some parts. I think this movie will hopefully jump start Van Damme&#39;s career where it use to be. If you are a action fan this is a must see!

There are at least several answers to this rather good question that seem a bit vague. Garrott had a few encounters with both Jake and the Replicant. Anyway, here it goes.<br/><br/>1) Garrott was a killer who enjoyed using stealth to slowly torment its targets without getting caught-using brute force would expose himself to the public eye and could risk harming bystanders that he didn&#39;t have much intent to kill.<br/><br/>2) Garrott&#39;s goal was to prey on its primary targets and not waste time with other inferior interferences-meaning that every moment he spent with the Replicant and/or Jake, he would lose track of his primary targets.<br/><br/>3) As an incomplete prototype, the Replicant did not possess Garrott&#39;s anatomy/weaknesses or was not built to fight him.<br/><br/>4) Garrott wanted to make the most of his kills by keeping Jake and the Replicant as leftovers-meaning that he would only hesitate to kill Jake if he kept on testing his hand.<br/><br/>5) Garrott and the Replicant were possibly genetically linked-even after all the mind games and encounters, neither decided to kill each other until Jake decided to come into the bigger picture.<br/><br/>6) The Replicant had learned to become more complete over time. As an incomplete prototype, he did not possess full mental and physical abilities to completely combat Garrott. This was shown in the final autopsy lab where Garrott decides to brutally slaughter Jake for the Replicant to fully understand that Garrott was an evil killer and to finally go hand-to-hand with him-this meant that both proved to be an even match at the climax of the scenarios until Jake finally managed to bring things to an end.<br/><br/>7) In general, the Replicant was not easy to kill-the fact that Garrott put a gun to his head didn&#39;t mean he, himself, could take him hand-to-hand that easily-the anology would be one fighting a twin sibling of one&#39; self-one may be a bit stronger but the other can even things up and fight back to a reasonable extent. Replicants came from the Screen Writer of Blade Runner, David Webb Peoples&#39; daughter, Risa, who was studying microbiology and biochemistry. She introduced her father to the theory of replication - the process whereby cells are duplicated for cloning purposes. <br/><br/>
